Affiliation with IC&RC/AODA


LASACT is proud to be affiliated with the International Certification & Reciprocity Consortium (IC&RC). IC&RC is a not-for-profit voluntary membership organization of certifying agencies that are involved in credentialing alcohol and other drug abuse counselors, clinical supervisors, criminal justice professionals, and prevention specialists. The organization was incorporated in 1981.

The IC&RC membership includes 70+ agencies representing more than 35,000 certified professionals, currently located in 40 states, the District of Columbia, and 10 countries outside the United States. The U.S. Army, U.S. Air Force, U.S. Navy and Marines, the Indian Health Services and the U.S. Administrative Office of the Courts are also members.

The current reciprocal certifications offered through IC&RC are as follows.
Alcohol and Drug Counselor (ADC = LAC, CAC, RAC in Louisiana)
Advanced Alcohol and Drug Counselor (AADC)
Certified Clinical Supervisor (CCS)
Certified Criminal Justice Professional (CCJP)
Certified Co-occurring Disorder Professional (CCDP - bachelors level)
Certified Co-occurring Disorder Professional-Diplomate (CCDP-D - masters level)
Certified Prevention Specialist (LPP, CPP, RPP in Louisiana).

LASACT offers the AADC, the CCJP, the CCDP/CCDP-D certificates and portfolio review and testing for the CCS certificate. Anyone who holds one of these certificates in Louisiana is eligible for reciprocity to the other member boards of the IC&RC. In addition to the reciprocal certifications mentioned above, IC&RC also offers an International Certification (ICADC) free of charge. This certificate is available to persons in Louisiana who hold the Louisiana designation of Licensed Addiction Counselor (LAC), Certified Addiction Counselor (CAC), Registered Addiction Counselor (RAC) and who are members of LASACT. Non-member LAC's, CAC'S, and RAC's are not eligible for the International Certificate. The same is true for LPP's, CPP's, and RPP's. The International Certificate is mailed directly from IC&RC to those eligible to receive it.

Holders of the Advanced Alcohol and Drug Counselor (AADC), Certified Criminal Justice Professional (CCJP), Certified Co-occurring Disorders Professional (CCDP), and Certified Co-occurring Disorders Professional-Diplomate (CCDP-D) will receive the International Certificate whether LASACT members or not.

Public protection through the establishment of quality, competency-based certification programs for professionals engaged in the prevention and treatment of addictions and related problems is of prime concern to both IC&RC and LASACT. The examinations that LASACT uses in its testing process are owned by IC&RC and are legally defensible, reliable, valid instruments. All were developed by psychometricians over a period of years after completion of definitive role delineation studies. LASACT believes they are the best exams available today for testing of candidates for certification.

LASACT/CEB Reciprocity Process

The Louisiana Association of Substance Abuse Counselors & Trainers Certification Examining Board (LASACT CEB), as a member board of the IC&RC, accepts reciprocal level credentialed individuals from other IC&RC jurisdictions through the IC&RC reciprocity process. An individual wanting reciprocity to Louisiana will contact their current IC&RC board for direction and follow the IC&RC process. Upon receipt of the Reciprocity Approval Notification from IC&RC, Louisiana contacts the individual. The IC&RC reciprocity process is complete at this point.

The certification issued by LASACT CEB is not a practice credential. In order for a practice credential to be issued, CEB contacts the individual to determine their highest level of education completed. Based on the initial response, CEB collects applicable fees (fees are waived for LASACT members) and processes paperwork to the Louisiana Addictive Disorders Regulatory Authority (ADRA) that then issues the ADC, Prevention, and Supervision Practice Credentials. The practice credential to be issued will be a license for individuals with a Master's degree in human services, a certification for individuals with a Bachelor's degree in human services, or a registration for a non-degreed professional. Louisiana ADRA requires several forms along with a criminal background check as well as applicable fees to issue a practice credential. 

The granting of IC&RC reciprocity in the jurisdiction does not grant a practice credential. LASACT CEB issues the CCJP, CCDP, CCDP-D, and the AADC (AAODA) but these cannot substitute for a practice credential.
